1. Introduction
The SAEPRIS Enterprise Compliance Framework (ECF) defines the standards, expectations, and accountability mechanisms that govern how enterprises engage with government-supported and public-private development programs. It ensures that enterprise support—financial, operational, or legal—is distributed fairly, transparently, and responsibly.
2. Purpose of the Framework
The ECF aims to:
- Promote equitable access to public and private enterprise support programs.
- Establish unified compliance norms aligned with national and international standards.
- Create a standardized, inclusive, and scalable compliance system.
- Encourage developmental compliance through incentives and coaching.
- Build public trust via consistent governance.
3. Scope and Applicability
This framework applies to:
- All enterprises registered with SAEPRIS or receiving benefits from SAEPRIS-linked programs.
- Support partners including government departments, private funders, accelerators, and machinery distribution programs.
- All sectors engaged in Public Price development initiatives.
4. Definitions
Enterprise – A formal or informal business, cooperative, or non-profit engaged in commerce, services, or production.
Compliance – Meeting governance, financial, legal, and operational requirements as set out by this framework.
Developmental Compliance – A phased compliance approach supporting under-resourced or marginalized enterprises.
Verification Agent – An SAEPRIS-approved entity or individual responsible for evaluating enterprise compliance.
SAECONIX – A technical system that stores and processes compliance, verification, and business data under SAEPRIS.
Support Partner – Any government, private, or civil society organization participating in SAEPRIS-related programs.
5. Core Compliance Principles
- Equity – All enterprises are governed by equal rights and responsibilities.
- Transparency – All compliance processes must be clear, accessible, and publicly accountable.
- Support-first – Supportive action should precede punitive measures whenever appropriate.
- Sectoral Sensitivity – Compliance is tailored to sector realities while upholding governance standards.
- Digital Integration – All compliance processes leverage SAECONIX for seamless reporting and monitoring.
6. Enterprise Classification
Enterprises will be classified into four bands:
- Start-up/Developmental
- Emerging/Growth
- Established/Scale
- Export-Ready/Advanced
Classification informs compliance expectations, funding eligibility, and verification frequency.
7. Compliance Tiers and Pathways

| Tier 3 | Full Compliance | Biannual | Large-scale support, funding |

Progression through tiers is encouraged via coaching, development programs, and SAECONIX system upgrades.
8. Minimum Compliance Requirements
All enterprises must:
- Hold valid registration with CIPC or SAECONIX
- Possess a SARS tax number and clearance certificate
- Maintain a verifiable business location or operations contact
- Submit a business profile and annual self-assessment
Additional requirements by tier:
- Tiers 2–4 must submit annual financials, staff declarations, and sector-specific licenses (if applicable)
9. Sector-Based Compliance Considerations
Additional requirements may apply to:
- Agriculture
- Manufacturing
- Services & Retail
- Technology & Innovation
- Export/Trade-linked
- Non-Profit & Social Enterprises
Each sector guideline defines tailored statutory or technical obligations (See Annex B).
10. Verification and Monitoring
Compliance is verified through:
- Document audits via SAECONIX uploads
- Random and scheduled site visits by approved agents
- Digital monitoring via Business Central Database
- Reports submitted by third parties or whistleblowers
11. Compliance Support and Development
SAEPRIS will provide:
- Free training, digital workshops, and legal aid via partners
- Standardized templates for profiles, audits, and declarations
- Subsidized verification costs for early-stage enterprises
- District-based Tier 1 and 2 coaching support
12. Legal Standing and Enforcement
Non-compliance may lead to:
- Suspension or disqualification from benefits
- Recovery actions for fraudulent or misrepresented information
- Blacklisting on platforms like CSD, SAECONIX, and CIPC
Appeals can be submitted to the SAEPRIS Legal Council, ensuring due process and review.
13. Transition and Implementation Plan

14. Public Participation
