1. Introduction
The Sector-Specific Funding Protocols (SSFP) are issued by the South African Enterprise Public Registry & Intelligent Systems (SAEPRIS) to provide a structured, equitable, and transparent mechanism for distributing financial and non-financial support to enterprises across distinct economic sectors. These protocols serve national enterprise ecosystems, facilitating streamlined access to funding across government, private, developmental, and hybrid funding environments.
SAEPRIS operates as a Public Benefit Organisation (PBO) and offers pro bono digital infrastructure, compliance verification, and enterprise legitimacy services. While Public Price Africa is a registered compliance member, these protocols are independently governed and executed by SAEPRIS for a wide range of funders and beneficiaries.
2. Purpose of the Protocols
The SSFP aim to:
- Establish consistent, fair, and sector-relevant funding procedures.
- Enable access to scalable, high-impact support for compliant South African enterprises.
- Promote inclusive participation—particularly among youth, women, and historically disadvantaged groups.
- Strengthen the link between funding, local economic development, and sustainable innovation.
3. Guiding Principles
| Principle | Description |
|---|---|
| Equity | Priority is given to enterprises that are women-owned, youth-led, rural-based, or community-rooted. |
| Alignment | Sectoral funding must align with the South African National Development Plan (NDP) 2030, AU Agenda 2063, regional spatial development frameworks, and municipal Integrated Development Plans (IDPs). The NDP prioritizes job creation, inclusive growth, infrastructure expansion, and rural development—objectives that SSFP funding seeks to reinforce. |
| Impact Orientation | Investment decisions favor enterprises with clear potential for transformative job creation, ESG impact, and measurable socioeconomic value. |
| Integrity | Strong emphasis on anti-corruption, independent verification, POPIA compliance, and transparent processes. |
